A Crown prosecutor has recommended a 12-year jail sentence without parole for Charlene Jane Alexander, convicted of second-degree murder.

Alexander fatally stabbed 26-year-old Jessie Mae Hayward-Lines outside the Prince George courthouse on July 2, 2020.

“bullying to the extreme”

Tyler Bowman described the case as one of extreme bullying, stating that Alexander carried out a purposeful and brutal act of violence against a gentle newcomer.

Hayward-Lines was a vulnerable person who had done nothing to provoke the attack, having simply refused to turn down her music in a public place.

According to Bowman, Hayward-Lines was prone to acting outlandishly but was otherwise gentle, often directing her anger at herself.
